Community People
Vasyl Sidko is the head of the Talne Community.In the autumn of 2024, a press tour was organised in Talne for representatives of various media to introduce them to the life and development of the community. Journalists had the opportunity to talk to the mayor.
Several important topics were discussed during the meeting, including support for local businesses and their promotion at the regional and national levels. The mayor stressed that the development of entrepreneurship is a priority, as it contributes to the creation of new jobs and strengthening the community’s economy. The press tour left a positive impression on the journalists, and the Talne Community once again demonstrated its hospitality and readiness to develop despite the challenges of today.The community has purchased and is planning to renovate a building where two apartments for doctors will be equipped. This project aims to create comfortable living conditions for medical workers, attract new specialists to work at the local hospital, and solve the problem of staff shortages.
History
Talne was first mentioned in written sources in 1646. According to one version, the city’s name comes from the Talianka River, which flows through the city. Another version claims that the name is related to the Tatar word “tal”, which means a lowland where willow grows.
In the late nineteenth century, a railroad was laid through Talne. This improved the economy, and the city became an important centre for agricultural trade.The Shuvalov Palace of 1896-1903, an architectural monument, is located in the community’s picturesque park. The Shuvalov Palace in Talne is often called the “Pearl of Cherkasy Oblast.” It is an example of the luxury of aristocratic life in the 19th century. Now the palace is in need of restoration.The community also has a majestic church in honour of the Holy Apostles Peter and Paul. It is one of the most charming modern churches in the Cherkasy Oblast and throughout Ukraine.The Roman Catholic Church of St. Anne is one of the oldest buildings in the city. The church was built in the 1850s by Count Shuvalov. It originally functioned as the family chapel of the Zvenyhorodka parish. In 1910-1911, the church was restored and received its present appearance.Talne has a rich archaeological heritage – numerous settlements of the Trypillian culture were found nearby. In Talne Raion, in the small village of Lehedzyne, there is a Trypillian Culture Reserve. There, tourists can learn more about the archaeologists’ findings, see with their own eyes the household items of Trypillian culture, and listen to interesting stories about ancient times. But most importantly, the open-air museum recreated a life-size Trypillian settlement.
Development Strategy
Currently, the community has set up a working group to prepare a draft Development Strategy for the Talne Community for the period up to 2027.
In the winter of 2024, an important page in the history of Talne turned. The community signed a cooperation agreement with its twin city, Kuusamo, Finland. Cooperation with Kuusamo opens up new opportunities for community development, particularly in tourism, environment, education and culture. The agreement provides for the exchange of delegations, joint projects, cultural and educational events.The large-scale energy project was launched in 2023 in the community. Its goal is to save thousands of cubic meters of expensive and scarce gas. Employees of the community’s utility companies used to simply throw the cut tree branches into the trash, but now they bring them to the company. As a result, two tons of pellets replace a thousand cubic meters of gas.The community is actively implementing a number of projects aimed at improving the infrastructure and well-being of its residents.
The city council, together with neighbouring communities, is at the stage of concluding an agreement on the creation of a joint project ‘Creation and Arrangement of a Tourist Route within the Vodianyky, Talne, Zvenyhorodka, Shpola, Shevchenkove and Buky Communities’.
Some of the promising projects include:
Reconstruction of a school building into a residential building for collective accommodation of internally displaced persons.Reconstruction of sewerage networks and facilities. We have already managed to complete the drainage works on one of the city streets. This project solved the problem of excessive rainwater accumulation, which was causing inconvenience to residents and damaging the road surface.New construction of a dual-purpose structure with protective properties of a radiation shelter on the territory of the Talne School and major repairs of the Talne Educational Complex.
Economy and Welfare
More than 1,900 business entities operate in the Talne Community. The economic activity is dominated by wholesale and retail trade, agriculture, forestry and fishing, repair of motor vehicles and motorcycles, and computer programming. The community’s economy is mainly formed by micro, small and medium-sized businesses, including agribusinesses.
Talne Sugar Factory is an old-timer in the Ukrainian sugar industry. It was founded by Count Petro Shuvalov back in 1849. The factory has gone through various periods, even a temporary shutdown in 2013 due to the situation on the sugar market. Today, Talne Sugar Factory remains one of the oldest enterprises in the industry in Ukraine. It is an important part of the history of Talne and the Cherkasy Oblast, as it has provided jobs for local residents and contributed to the development of the region for many years.Mover Mill is one of the largest and most modern grain processing companies in Ukraine. The fully automated plant processes wheat into flour, groats and bran. The processing capacity is 350 tons per day.There is a family business – a shop selling meat of its own production. They raise pigs and sell the finished product.The community also has a granite quarry. They produce granite of various shades, from the usual grey to pink and even red. This stone is very durable and resistant to frost, so it is used everywhere: from building roads and houses to making monuments and paving stones.There is a utility company called Talne-Service. It is a multidisciplinary enterprise that is responsible for street cleaning, garbage collection, road repairs, water supply and sewage, and maintaining cleanliness and order in parks and squares.There are 36 educational institutions in the community: 20 preschool, 14 general secondary and 2 out-of-school educational institutions. In the healthcare sector, there is a Primary Healthcare Center and a Multidisciplinary Hospital.
