People of the Community

The secretary of the Pivdenne Town Council, Vsevolod Bilichenko, took over the community in February 2022 and has been with the residents all the time. For the past 25 years, he has held leadership positions; over ten years he headed the neighbouring community, which became part of the Pivdenne Urban Community as a result of decentralization, so his experience and knowledge helped quickly organize the life of the community during the war.

Although the community is experiencing difficult times, what was planned by the head of the community in the autumn has mostly been accomplished.There are plans for digitalization of the community, modernization of the outdated equipment of the municipal enterprises, attraction of international investors for the implementation of joint projects. The community organized points of invincibility, which are provided with backup power and heat supply.Currently, the Pivdenne Urban Community is interested in finding international partners and investors to implement joint projects in various sectors.

Community and War

From the first day of the full-scale invasion, the community volunteers undertook a difficult mission of helping the Armed Forces of Ukraine and the population.

Local residents rallied and helped solve social problems of the community, realizing that by helping others, they initiate a positive movement in society and inspire people to make good things.In the first days of the war, volunteers came to the town council offering their help; they helped in the distribution of humanitarian aid, visited lonely residents, packed and distributed food packages, collected warm clothes for the army, sought help from international organizations, etc.

Thanks to such cooperation of the authorities and volunteers, residents received everything they needed for normal life, despite the difficult situation.Fortunately, the community was not destroyed, but the armed aggression has significantly affected the revenues of the local budget, as a result of which expenditures on development projects have been cut down. New challenges have arisen regarding the strengthening of security and the development of the civil defence system in the community.

Since the Pivdenne Urban Community is located near the city of Kharkiv, about 3,000 internally displaced persons came to their relatives and friends in search of safety and peace.

History

The town of Pivdenne was formed in 1963 as a result of the merger of the former settlements of Komarivka and Pivdenne.

The uniqueness of the town is that its quarters were planned clearly at right angles more than a hundred years ago.

In 1908, a water pipeline was laid, and in 1910, a power plant was put into operation, which supplied the houses with electricity.

During the soviet times, a number of industrial enterprises were built, but in general the town acquired the status of a resort. After all, there were several children’s health camps and recreation centres in the town. Artists and scientists not only from Kharkiv, but even from Kyiv, willingly built their estates there. For this reason this town is also called the capital of the artistic intelligentsia of the Suburbs.

In the settlement of Budy, which is part of the community, the Budy porcelain and earthenware factory was founded in 1887. In the early 20th century, the factory was already a large facility with buildings, workshops, as well as a hospital, a school, and a church.

Development Strategy

The Pivdenne Urban Community has a high potential for development.

These are the opening of new types of businesses, the development of cottage construction, the investment resource of sparsely populated and adjacent territories, the opening of a transport and logistics centre, the development of housing and business infrastructure, the development of processing agribusinesses, the creation of jobs and infrastructure for IT specialists and professionals.

After the porcelain factory stopped working, there is an industrial site in the settlement of Budy, with an access track and nearby infrastructure; similar industrial zones are also available in the town of Pivdenne.

In addition, the location of the community (a suburb of Kharkiv) is good for the development of processing, logistics and other technological enterprises. The community’s water resources are diverse and represent a significant potential for the development of businesses and mass leisure facilities, “green tourism”.
