Since the beginning of his tenure, he has made every effort to implement new positive changes for the Kopychyntsi community. In particular, this included cooperation with international funds, new sister cities and towns, new international partnerships. Bohdan Kelichavyi is a member of the Association of United Territorial Communities.
Since the outbreak of the war, the mayor has actively participated in many international conferences and events, raising funds to meet the needs of internally displaced persons, negotiating over the delivery of new humanitarian aid.
Community and War
Since the full-scale war broke out, more locals have left the community (about 2,000) than long-term refugees have arrived (over 1,000). More than 3,000 internally displaced persons transited through the community. 500 local residents have been mobilized.
The community actively participates in helping the Armed Forces of Ukraine, interacts with international donors such as CORE, JERU, CESVI.
The humanitarian headquarters actively works in the community, which makes incredible efforts to support the Armed Forces of Ukraine with all the necessary things on a daily basis. Thanks to its cooperation with the international funds, internally displaced persons can receive free food kits and other essential goods. The humanitarian headquarters also organizes fund-raising for the military and reports on its completed initiatives.In the community, since the outbreak of the war, the Posmishka UA charity fund has been actively working, making incredible efforts to find resources for internally displaced persons, implementing projects to help the refugees integrate into the local community.In wartime, it is important to organize interesting activities for children. The Kopychyntsi Town Council and the Posmishka UA charity fund have created a space that is friendly to children and young people. Within the framework of this project, the children of internally displaced persons, together with the children of the local residents, attend classes of needlework, painting, dancing, foreign languages, etc.The community is visited from time to time by foreigners who have the opportunity to volunteer and understand the terrible things that war brings.
Healthcare services
Healthcare services in the Kopychyntsi Territorial Community are primarily provided by the local hospital, which serves as the central medical institution for residents of the community and surrounding areas. Ensuring its effective functioning, proper resourcing, and continuous development is essential for meeting the healthcare needs of the population.
Improving the quality and accessibility of healthcare services remains a key priority. The community aims to ensure that all residents, regardless of age, income level, or place of residence, have access to timely, effective, and patient-centered medical care, including rehabilitation services.
To achieve this, the community will focus on modernizing healthcare infrastructure by upgrading existing medical facilities, equipping them with contemporary diagnostic and treatment technologies, and ensuring compliance with national healthcare standards. Special attention will be given to strengthening primary healthcare, as it serves as the first point of contact for residents and plays a crucial role in prevention, early diagnosis, and ongoing care.
Another important direction is the development of rehabilitation services, particularly in response to the growing need for physical and psychological recovery support. This includes creating or expanding rehabilitation units, introducing multidisciplinary approaches, and ensuring access to qualified specialists such as physiotherapists, psychologists, and occupational therapists.
The community also prioritizes continuous professional development for medical personnel. Training programs, partnerships with regional healthcare institutions, and the adoption of best practices will contribute to improving the competence and motivation of healthcare workers.
In addition, preventive healthcare and public health awareness campaigns will be strengthened to reduce the incidence of chronic diseases and promote healthy lifestyles among residents.
Increasing competitiveness
Enhancing the competitiveness of the Kopychyntsi Territorial Community is a strategic priority aimed at fostering sustainable economic growth, creating jobs, and improving the overall quality of life for residents. This involves supporting local entrepreneurship, attracting investment, and effectively utilizing the community’s economic and cultural potential.
A major focus is the development of the manufacturing sector, particularly small and medium-sized enterprises. The community will promote favorable conditions for business development by improving infrastructure, facilitating access to land and utilities, and supporting local producers. Encouraging innovation, value-added production, and cooperation between businesses will help strengthen the local economy and increase its resilience.
Tourism development represents another important direction. The community has the potential to attract visitors through its cultural heritage, natural landscapes, and local traditions. Efforts will be made to develop tourism infrastructure, promote local attractions, and support small businesses involved in hospitality, crafts, and services. Creating recognizable local tourism products and organizing events can further enhance the visibility and appeal of the community.
Attracting investment is essential for long-term economic growth. The community will work on improving its investment climate by ensuring transparency, simplifying administrative procedures, and actively promoting its advantages to potential investors. The development of investment proposals, participation in regional and national programs, and partnerships with private and international stakeholders will be encouraged.
Participative governance
Strengthening participative governance is another goal for the Kopychyntsi Territorial Community, aimed at building trust between local authorities and residents, increasing transparency, and ensuring that community development reflects the real needs and priorities of its people.
The community will promote active citizen engagement in decision-making processes, particularly in strategic planning and local development initiatives. Mechanisms for public participation—such as public hearings, consultations, surveys, and community meetings—will be regularly organized to gather input and feedback from residents.
An important component of this priority is the introduction and development of participatory budgeting. This will allow residents to directly propose and vote on projects funded from the local budget, fostering a sense of ownership and responsibility for community development.
Efforts will also be made to improve access to information and communication between local authorities and the public. This includes ensuring transparency of decisions, publishing relevant documents, and using multiple communication channels to reach different groups of residents.
Special attention will be given to the inclusion of underrepresented groups, such as youth and elderly people, ensuring that their voices are heard and considered in decision-making processes.
Capacity-building initiatives will support both local officials and community members in developing the skills needed for effective participation, dialogue, and collaboration.
Water management
Effective water management is one of the key goals for the Kopychyntsi Territorial Community, aimed at ensuring sustainable use of water resources, improving public health, and protecting the environment.
An important step in this direction is the implementation of infrastructure projects. In particular, the project for the construction of local wastewater treatment facilities with a capacity of 200 m³ per day in the city of Kopychyntsi has received approval from the Ministry for Communities and Territories Development of Ukraine. This initiative will significantly improve wastewater treatment, reduce environmental pollution, and enhance the overall quality of water management in the community.
A key focus is also the improvement of water supply systems and the quality of drinking water. The community will work on modernizing and reconstructing existing water infrastructure, including wells, pumping stations, and distribution networks, to ensure reliable and safe access to clean water for all residents. The introduction of modern water purification technologies and regular monitoring of water quality will be essential components of this effort.
History
The centre of the community is the town of Kopychyntsi, which was founded in 1443. Kopychyntsi is one of the smallest Galician towns of the Ternopil Region and Ukraine in general. In addition to the fact that it lies like Rome on seven hills, had two castles, a stormy history, it is also interesting for its coat of arms with two crossed anchors. Also, according to one of the studies about Kopychyntsi, the Trypillia Culture people once lived in the territory of Kopychynets.
The visiting card of the town is the Nichlava River, the Kopychyntsi Pond, the Roman Catholic Church dating back to the early 19th century, the Church of the Exaltation of the Holy Cross built in 1630, the Synagogue of the 18th century, and other cultural and historical landmarks.
Development Strategy
The Kopychyntsi community continues to develop effectively in many areas and currently has a planned strategy until 2027.
In accordance with the strategy adopted in 2020, the following strategic goals have been defined:
– economic development of the community;
– creation of attractive conditions for life, business and recreation.
In particular, these two areas include: developing the infrastructure, increasing public activity, implementing high standards in the field of education, creating opportunities for promoting an active lifestyle.
The community is trying to increase the level of tourism development, attract businesses to the community. Currently, the community is strongly focused on volunteering. The community has a volunteer headquarters that supports the Armed Forces of Ukraine on a daily basis.As part of many activities for young people, funds have been raised and good conditions have been created for holding meetings and other events. The Kopychyntsi community has a youth council that actively holds sessions and discusses youth policy issues.
