Irkliiv Territorial Community

Anatolii Pysarenko was elected Irkliiv Village Council head in December 2020. Before his election in April 2020, he worked as the head of the Chornobai District State Administration, and before that – from October 2015 – as the head of the Stepove Village Council.From 2021 to 2022, the Community took part in the Internet Subsidy program for communities, which made it possible to lay Internet fibre optic lines in the most remote settlements of the Community by using state funds.

February 24 was a shocking and terrible day for the Community. However, the residents of the Community resolutely decided to defend their homeland: already on the first day, the local territorial defence unit began to build checkpoints and fortifications, many men went to the Military Commissariat.

The residents of the Community massively joined the volunteer movement, which spontaneously emerged in the territory of the entire state: they began weaving nets, raising funds, purchasing motor vehicles and basic items for the army. Many residents of the Community – both men and women – joined the ranks of the Armed Forces of Ukraine.Although there have been no combat operations in the territory of the Community, the impact of the war is felt both on the impossibility of implementing infrastructure projects postponed for the war period and on local businesses as many men and women went to war, many jobs are vacant, and there is a lack of qualified workers at enterprises.

In order to support the Armed Forces of Ukraine, in addition to the Care program, which supports veterans, servicemen and their family members, there are programs implemented in the territory of the Irkliiv Community to provide the military with everything they need.

The centre of the Community, i.e. the village of Irkliiv, was founded in 1608. The first written mention of it dates back to 1616 in the Lustration of the Starosta-Headed Districts of the Kyiv Voivodship of the Polish-Lithuanian Commonwealth. The village was the centre of the Irkliiv Regiment of Left Bank Ukraine – an administrative-territorial and military unit of Ukraine during the Cossack period.

The Irkliiv District was formed on 07 March 1923 from three volosts: Melnykivska, Moisenska, Vasiutynska and part of Irkliivska volosts encompassing nineteen village councils.

On 29 October 2017, the Irkliiv Rural United Territorial Community was formed as part of the decentralization reform in Ukraine by bringing together the Irkliiv and Melnykiv Village Councils with a population of 5,165 residents.

The Community has its Economic Development Strategy for 2022-2027. The main areas of the development of the Community are the development and restoration of the infrastructure of the Community, the repair of both communally owned roads and public roads of local importance; attraction of investments for the economic development of the Community; increasing the cohesion of the Community residents and improving their standard of living.

The key priorities include:

• repair of the existing and installation of a new water supply system to provide all the residents of the Community with access to basic services;
• repair of communally owned roads and access roads;
• purchase for communal enterprises of sewers and other equipment for providing services to the population;
• construction of a waste processing plant at the Prydniprovske landfill;
• attraction of investments in already existing enterprises and opening of new ones in order to increase the number of jobs;
• attraction of investments or buyout of SE Irkliiv Fish Hatchery (which will be sold at auctions) in order to save jobs and prevent the destruction of the enterprise by unscrupulous owners;
• replacement of street lighting with autonomous one and construction of a solar power plant.

In total, 108 enterprises operate in the territory of the Community. They are mainly engaged in agriculture and fishing.

The major contribution to the development of the Community is made by agricultural enterprises, the largest of which – Agroco and Dnipro – grow grain crops for sale abroad, are engaged in vegetable growing, animal husbandry and are the largest employers in the Community.

Vegetable growing deserves special attention. In the Community, one of the powerful enterprises of the region – Dnipro, which has modern equipment and capacities for preserving vegetables, is engaged in the cultivation of various vegetables.

Also in the Community there is the enterprise Miasorybtorh, which is engaged in the production of canned pork and beef meat.

And Special Equipment Factory produces bodies, vans, trailers, special utility and commercial vehicles.The Community runs twelve schools, four kindergartens, and an agricultural lyceum. The Department of Education constantly participates in various competitions and grants, and has also repeatedly received assistance from UNICEF.

For 12 years, the Skorodystyk Life Art School participated in the Ukrainian national educational research, introducing new teaching methods; schoolchildren attend classes in the form of triads. Also, according to various ratings, the educational institutions of the Irkliiv Community have been included in the top hundred best educational institutions of the region. At schools, there are many circles ranging from the basics of programming to sports sections.The Community also cares about the cultural development of its residents. It runs twenty-three culture centres, twenty-one libraries and two museums.
