Since 2022, Cities4Cities has been supporting the establishment and development of municipal partnerships between Ukraine and partners worldwide. The partnerships we support are win-win, people-centred, dynamic, and meaningful.

Today, our network includes 100 partnerships across eight European countries and the United States.

What is a municipal partnership?

A municipal partnership is a structured form of cooperation between two municipalities that work together on shared priorities. Partnerships are shaped by the interests, capacities, and needs of the participating municipalities and may evolve over time as cooperation develops.

Municipal partnerships can cover a wide range of thematic areas and involve municipal leadership, professionals, and relevant local stakeholders. Cooperation may be formalised through an agreement if partners choose to do so, but formalisation is not a requirement.

Cities4Cities supports municipal partnerships that are practical, flexible, and focused on long-term cooperation and mutual benefit.

What impact do municipal partnerships have?

Municipal partnerships create practical local impact by enabling municipalities to learn from each other, strengthen capacity, and address shared challenges. Through sustained cooperation, partnerships contribute to improved municipal services, stronger institutional resilience, and more informed local decision-making.

For Ukrainian municipalities, partnerships provide access to international experience, professional exchange, and long-term relationships that support recovery and development. For international partners, cooperation offers valuable insights into resilience, crisis response, community engagement, and innovative local solutions developed under challenging conditions.

Beyond institutional benefits, municipal partnerships often generate broader community impact by engaging local professionals, civil society, schools, and businesses, strengthening people-to-people connections and lasting international ties.

What level of commitment does a partnership require?

The level of commitment and scope of cooperation are defined jointly by the partner municipalities. Together, partners decide on the pace, priorities, and ambitions of their partnership.

What areas of cooperation are possible between municipalities?

Partnerships vary widely in focus and activities, depending on the interests, capacities, and priorities of the participating municipalities. Partnerships are flexible by design and can evolve over time as trust and cooperation deepen.

Areas of cooperation may include:

  • youth and people-to-people exchanges, including education, culture, and community initiatives;
  • resilience, crisis preparedness, and civil protection, drawing on Ukrainian municipalities’ experience in emergency response;
  • veteran support and social services, including reintegration, rehabilitation, and community-based care;
  • digitalisation and municipal service improvement, such as e-governance and digital tools;
  • energy efficiency, environmental management, waste management, and water services;
  • education development, including school cooperation and staff exchange;
    local economic development, entrepreneurship, and business-to-business connections;
  • the transfer or donation of decommissioned municipal equipment, where appropriate.
What resources are required?

The most important resources are the commitment of municipal leadership and staff. The level of time and effort required depends on the partnership’s ambition, and many municipalities choose to start modestly and expand cooperation over time.

Travel and reciprocal visits may involve additional costs. Municipalities may also choose to contribute their own resources, such as staff time, expertise, equipment, or financial support, in line with national frameworks for international development cooperation.

How can we get involved?

Municipalities interested in partnering with Ukraine can get involved by starting a conversation with Cities4Cities. The first step is to share basic information about your municipality, including your interests, priorities, and capacity for international cooperation.

Cities4Cities will then follow up to discuss potential partnership options, help identify suitable Ukrainian partners, and explain the next steps. There is no obligation to commit at this stage, involvement can begin with exploration and dialogue and develop over time based on mutual interest. Municipalities may choose to engage at different levels, from learning and exchange to more structured, long-term cooperation.

How do we start a municipal partnership through Cities4Cities?

The first step is to prepare a discussion or decision within your municipal council by clearly defining the rationale for a partnership and setting an appropriate level of ambition. Municipalities are encouraged to draw on experiences from the Cities4Cities Network, where many partners have already established and developed cooperation with Ukrainian municipalities.

Cities4Cities supports municipalities throughout this process by helping to:

  • identify a partner municipality with a similar profile, priorities, or focus;
  • establish initial contacts through online meetings, with interpretation if needed;
  • connect municipalities to networking forums and Cities4Cities information channels;
  • support the preparation of a cooperation agreement and the formalisation of the partnership, if desired;
  • accompany the development of cooperation, including knowledge exchange and the formulation of joint initiatives.
